No web page displyed

Hi: am using a netgear router and want to connect to a neighbor Linksys router. When I do it I can connect and the signal reads 'very well' but I can not access any page. Internet explorer shows a page that seys: Page cannot be displyed.
Please help.

Assuming you have permission and access to your neighbors router, are you obtaining an IP? (ipconfig /all)
