I can't send a private message

I'm trying to send a PM to another member and I get the following error:

Richard57, you do not have permission to access this page. This could be due to one of several reasons:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

What am I doing wrong?

your account is set to allow private messages so its nothing on this end. Try clearing your browser cookies and try it again.

Cleared cookies, cache, everything, still no luck. I'll try creating another account.

I also see I have 0 posts, that seems odd...

OK, I just created a new new account and I still get the same error message when attempting to send a PM. This is puzzling, I wonder if the forum software only allows PMs after a threshold of posts is reached? Anyway, Planet, if you create a new account, can *you* PM with it?
