Hi,
Is it possible to make calls to cellphones through voip? If yes who are providing this service?

Of course yes. I am using my Onesuite Voip using an Sjphone software to call cell phones in Manila and sometimes a friend in U.K.
Voip can call any number as far as I know but you don't expect perfect connection everytime. The farther you call the less reliable it go (as far as my calls are anyways) so if I call a friends house that within the state or a few state from where I am then my calls is almost always crystal clear but if I call another country then usually call quality goes down 20 percent. But you can still make a decent conversation so I guess its okay.

Cell phone or a land line it's all the same. Expect to pay higher rates when calling cell phones in Europe. This is not a VOIP issue. It just costs more to call cell phones than regular phones in Europe.
Even Skype is capable of calling standard phone numbers with Skype Out.
Here's something more exotic for you. You can setup a VOIP hardphone that looks and acts like a cell phone. A mobile VOIP phone (http://www.skifactz.com/wifi/wifi_sip_phone.htm)that logs onto unlocked wifi networks.

BTW, almost voip providers, onesuite (just recently), skype, vonage, magicjack, etc could call a cell phone.
There is technology that allows what is called Fixed Mobile Convergence.
What this does is allows PBX features to be extend to your cell. Four digit dialing and such.
This system allows your cell phone (as long as it's dual mode) to connect to your PBX (in a business environment) as long as there is a WiFi signal available.
This saves lots of minutes and keeps consistency with your PBX. Also, it requires you only give out one number to people to access you, your PBX number.
