We have an openish area, about 7 miles by 4. I can't guarantee line-of-sight from a single point, but we could possibly put up half-a-dozen 180-degree radiating poles around the perimeter.

We would like to set up a comms network, speed isn't important, that can connect to, say 1000 moving units within the area.

If there's any way we can locate the units by triangulation, that would be a bonus, but I'm prepared to use a GPS on each.

Can I go out and buy this technology today? Can I run it without going to my government for a license?

Alternatively, what hardware am I likely to need to latch my moving units onto a commercal Wimax-like system? Will such networks keep running 24/7 even during moments of crisis?
