3.65Ghz and 3.5 bands are we there yet?

I was thinking to do a trial for 3.5-3.65, but I realy have no info here. So some one brif me on this?

3.5 Semilicensed Spectrum - what is the alocation pricedure? Fixed cost? How much, what power limits we got?

3.65 Unlisenced (it looks like we have to register equipment just like in 4.9 am I correct) 3.65 can not operate in 150km near FSS, but how do I know where we got FSS (FCC map shows points but not zones) Can I ran 3.65 in NY. What are the power limits?

Would apreciate if some one can give me more info on this!

not really off topic, those bands used for WiMAx
And im not looking for spesific vbendor now, im more used in regulations and license cost.
