Wi-Fi or Wi-Max??????

I am trying to get an ISP off the ground and cant decided whether to build a Wi-Fi infastructure (Sky-Pilot) or a Wi-Max mobile infastructure any insight would be helpful. I am currently a general contractor for many of the current wireless service providers such as Sprint/Nextel-Verizon-T-mobile etc. I have been building these providers sites for years and figure its time to build my own. I would like to implement a VOIP company and would like to offer my own phones/ how do I find a manufacture for a VOIP phone that will allow me to put my logo on it? :D
