If a Laptop that is configured for a WLAN (using WEP & MAC address security) is lost or stolen, what configuration changes should I make?

e.g., change WEP keys? ACLS?

Also, what does it mean "do not give out your access keys?" mean?

If you're using 802.11 (static) WEP, then you'll need to change the WEP key on your network if a laptop (with WEP key installed) is stollen. You could also update the MAC address list on the access points and filter our the one that's stolen.

The statement "do not give out your access keys" means just that, don't give out your access keys or someone will be able to configure another laptop to access the network.
