wimax packets sent and received

I have a wimax connection is it normal to have a large number of packets being sent and a small number being received no matter what i do?

That is a very hard question to answer without more information. What processes are active on your computer? Try netstat -an and see what shows up. Publish it here.

Or to get more granular get a packet sniffer like Ethereal and see what traffic is being sent and where it is going.
