Software for Hotspot Bandwidth Control?

Does anyone use software to regulate Hotspot Bandwidth Control? I am looking for a simple solution to equally spread bandwidth among about 30 users by means of MAC address. Billing options are not needed, just plain bandwidth control with some reporting of client usage. Remote administration would also be nice. I have looked at the Dlink-3100 Ver2 for an option but also wanted to check out (simple) software options.

This company has Bandwidth control software but only uses IP addressing. A new version is due out very soon that will also use MAC address.

Am using firstspot wifi billing software to manage my wifi hotspot on my dell pc running windows xp, i noticed the system keep restarting itself most of the time i have done windows update still to no avail. please can anyone help cos am having problem with my clients bcos that and its not good 4 business thanks. its my 1st time in this forum.

Have you checked the event logs? Also what do you mean by restarting, is it a random occurance or very rapid not allowing you to do anything?
