2 802.11g pcmcia at 11Mbps..why?

why i can communicate only at 11Mbps when i have two 54Mbps 802.11g pcmcia cards?..have i to set something?..i have windows xp service pack 1 in both systems (the cards are from zonet and from conceptronics)...
