I have a linsys 802.11b woreless router and I want to make sure my neighbors aren't leachinging off my bandwidth. How do I ensure that my PC is the only computer my wireless router can communicate with?

I am by no measure one of the smartest on this board, but these are some basic ways to secure your router that I know.

Encryption, MAC filtering, and if the router is setup as a DHCP server, then limit the number of IP addresses it will give out.

In addition to all those very good suggestions, please consider the location of your AP as well.

I do not believe you can turn the power down on those. If you can then please do. Signal that isn't outside your walls will go a long way in deterring lecherous neighbors.

Allow the house to absorb as much signal as possible by locating it somewhere where it still works where you want it, but not very well outside.

Also keeping it unplugged when your not using it makes you an unreliable target.
