HotSpot Web login aunthentication

Hi. I am interested on building a hotspot. Can i built a hotspot using any ordinary AP? if not what kinda of AP specification do i need? And i went to alot of Hotspot and when i am connected to them and open the internet explorer, they redirect me to a login page... How can i make that login page and how do i configure the AP to allow unauthorise users to go to that login page only?

i'm assuming no one replied. but i'll give it all i know to say the least. Some that i've seen (ap's) come with their own software for that. There is a software to limit the users bandwidth. It's an snmp "thingy" or similar. Go onto "hardware" of this forum and you should see a post by my name that a posteee, left a most useful link on there. Check it out. I'm sorry, it's 2am and i'm so darn tired to copy and paste heheh.
