Are there development kits for access points that allow you to develop applications for it? For example, I would like to have an application that monitors which users are on a particular access point and follow their movements from one access point to another.

I would suggest you look at SNMP as a method of getting information from an Access Point.
I am not sure that all vendors have SNMP in their Access Points, but it is the standards based method of extracting inforamtion from a network node. You can also chance the config as well.
Vendors do have their own ways of accessing the guts of an Access Point, like the Apple Airport, we use SNMP but there are also hidden objects that give our software better access to the stats than compiling our distributed MIB file into your SNMP workstation.
