That answer depends on the hot spot. As some are free and others are pay as you go. If you go to the top of this page and click on Hot Spots you will find out what is near you and if they are free or not. It also will have information as to what is required to connect in some cases.
If you have XP on the notebook it will be almost an automatic thing when it finds one. You make have to add a network identifier called a SSID and make sure the network card is in infrastructure support and that is about it
