Upload OK, Download doesn't work

Hi,
this is my 1st post (the italian community can't help me).
I'm newby and sorry 4 my bad English.

Here the matter:

I've an D-link A.P. and a PCI wireless card on PC#1 and an USR Robotics adapter on PC#2

Everyone can UL from me at the speed of about 500K/s (when I'm wired the max speed reachable is about 900K/s).

But when I DL files from other people I only reach the speed of 100K/s, and after few minutes of DL the speed further decrease.

There aren't big walls in my flat; WEP encryption is OK; I tried to change all 13 channels; I also associated cards' MAC addresses with A.P.

I tried to modify all the configurations parameters (e.g. fragmentation theresold or short preamble) but the problem is always the same.

What model for both the AP and cards?
What is your signal strength and quality ?

I have noticed that sends (uploads) tend to be faster then recieve on most WIFI equipment, but in your case it sounds extreem.

Also using windows default TCP-IP settings seems to work better then modifiying the settings like MTU, TTL, etc...
