i read a lot about eap tls and ttls , and it is great to have an
authentication system like this, but is there a site that gives step by step
instructions on how to set it up, and which access points supports it?

Microsof has decent docs on eap-tls (not so simple to architect), eap-ttls is Funk Software proprietary.

But really, you should be looking to use PEAP as your EAP-method.

PEAP has been found to be vulnerable to man in the middle attacks. Not your best bet.
