Are 802.11 "c" and "d" applicable only to product vendors like (AP, NIC, Switch etc) or they apply to chip vendors as well. What layers do these standards work (higher layers or MAC)

It isn't applicable per se to chips, but rather to physical devices like switches, routers, and APs. wi-fiplanet.com
