well first i need to ask you if many people use laptops there or if you know some kind of area where it is popular.
Second, there are quite a few things you need to start one up, and does require a lot of money if you do not have the skills your self to create one.
And no, it will not cover city wide, though there are special equipments you can use to go this route, it will require quite a lot of money and i doubt your profit margin if any will satisfy you.
What i'm trying to do is build an affiliated network of people all over the world to connect people to the internet through wifi. And if you want you have a chance in joining our company in doing so.
You will have all the required servers and technology to do this. Your cost in building a new company will be so small, I doubt you can find a different type of buisness that will cost this little.

Mojo,
Here are the things you will need to create a Hot-spot,
1) Broadband connection- Could be DSL, Cable, T1 etc. depending on availability and cost.
2) Server - I highly recommend Linux, any version will do, RedHat, Debian, Mandrake, Etc. Contrary to popular belief Linux is very easy to learn, I have a RedHat 8 box at home and had it on my wireless network in an hour or so. The beauty of Linux is Open-source, if you are looking for encryption to secure user connections, there's CIPE, FreeSwan IPsec and FreeRadius, since there is no cost for opensource, your profit margins are higher.
3) Wireless Access Point (AP) - Dlink has a few good low cost AP's.
Of course this all depends on the cost of Hardware in India.
I would imagine you could have a relativley good sized (a block or two ) hotspot up for less than $2,000 american.
Good Luck!

Mojo,
If you are serious about starting a wifi business, consider joining one of the bigger hardware enablers. They provide all the backend, hardware and software to get you started and branded quickly. Some of the big ones include:
Pronto Networks (http://www.prontonetworks.com)
NetNearU (http://www.nnu.com)
Fatport (http://www.fatport.com)
A number of the aggregators also have their own implementations including Boingo and Toshiba where you can become what's called a Hotspot operator. Look into the details and take specific note on who owns the customer and what % revenue share they provide the operators.
If you want to build it out on your own using Open Source software there are plenty of discussion on the net to help facilitate this, check out any of the grassroot organizations:
http://www.seattlewireless.net/
http://www.bawug.org
http://nocat.net/
Finally, after you exhausted all of those options - consider working with YRLess, my company - Wireless Hotspot, Inc (http://www.wirelesshotspot.com) or any of the other already established hotspot companies out there. We tend to think there are plenty of space now to grow before the big chains are taken by T-Mobile or Cometa Networks.
We can provide you the tools to build out your hotspots quickly.
There is infinitely more solutions growing by the day and too much for me to list. If you're interested in a discussion you can PM me.
Kind Regards,
Joseph
